Kamanda is wanted by the Washington County Sheriff's Office and TBI and stands accused of raping a mentally incapacitated patient at a long-term facility where he worked as a Licensed Practical Nurse (LPN).

Mouthouta is wanted by the Smyrna Police Department and TBI in connection to the shooting of three people on June 23 at the Souksavahn Restaurant in Smyrna. He may go by the alias of 'Soviet.'

Cruz-Mena is wanted by the Hendersonville Police Department and TBI to face a charge of First Degree Murder, in connection to an incident on May 4, 2010 in Hendersonville, Tennessee.

Jose G. Rocha

Rocha is wanted by the McMinnville Police Department and TBI for Criminal Homicide, in connection to a stabbing death on May 30, 2009.

Robert Sanders

Robert Houston Sanders

Reward: $5,000

Sanders escaped from the Tennessee State Prison in 1990, where he was serving a sentence for Kidnapping and Armed Robbery. He should be considered armed and dangerous.

To date, 520 fugitives have been apprehended since the inception of the TBI's  Most Wanted program.

Criteria

Before a Special Agent of the TBI or any other law enforcement official may submit a fugitive to be considered for inclusion in the TBI’s “Most Wanted,” the following criteria must be met:

1. The crime must have been committed in Tennessee and the crime committed must be a “violent felony” and/or major drug trafficking crime (Class A felony); and
2. The perpetrator must have been identified, and a warrant must be on file for the perpetrator’s arrest; or
3. The perpetrator has escaped from a Tennessee jail or detention facility; or
4. The perpetrator must have escaped from the Tennessee Department of Correction.
5. The Director or his designee must approve the addition of the fugitive to the “Top Ten Most Wanted” list.
